Conceptualizing CERCA’s Activity Program
One of our first priorities following the incorporation of CERCA as a Non-Profit Society under the BC Society Act was to design a practical, effective and doable Activity Program. To place this program on a solid footing the CERCA Board decided to conduct a multi-stakeholder workshop in late 2012 in order to identify the Strengths, Weaknesses, Opportunities and Threats (SWOT) associated with the Cowichan/Koksilah Estuary. The workshop resulted in a highly successful comprehensive SWOT Analysis used as a foundation and guide for the design of CERCA’s long-term Activity Program and Annual Activity Schedules ever since. The latter are designed annually with due consideration given to existing legal, political, administrative, social-cultural, and ecological framework conditions, reflecting our adaptive approach to problem management and conflict resolutions.
